No it’s not damning as anybody can leave a document in a 2017 folder and Te Punaha Matatini do impress as lazy and stupid. But…… many of those COVID-19 documents in that 2017/01 folder do seem to have 2016 origins.
Regardless there is an absolute treasure trove of idiot papers in there “yet (never?) to be peer reviewed”.
