Well, if one good thing has come out of the last couple years (more like decades) of mismanagement of *everything*, it's been the Russia/Putin excuse. I use it all the time for everything. Late for work? Russia. Can't meet a deadline? Putin. Fender bender in the car? Russia. So far, it hasn't worked very well for us average folks. I guess the Russia/Putin excuse only works if you are one of the monsters destroying everything good in the world.
