IMO, the story probably came from an over-heard, local politician's or official's comment who was not privy or hadn't received the information. There was a lot of chaos at the time. Ppl said a lot of uninformed stuff. Others said stupid stuff like "injecting bleach" to prevent and cure covid.
Back to Italy... 2022 voter outcome was low, due to the pandemic. Ppl are driven by results. Draghi's promises, apologies and powerlessness carry little weight and is usually a last ditch effort to preserve any sense of credibility. It's a hard sell when ppl just buried their parents and grandparents.
Overall though the deaths for 2022 are about 12% higher than previous pre-Covid years which range from 28626 (2010) to 34326 (2019). 2020 was 32688 and 2021 was 34974.
