The dosages are vastly different.
The longer you use heroin the less likely it is that you bounce back from a disease and generally they die from pneumonia if they don't die from overdose. There's but one way to stop the overdoses and that is to have the government supply it at cost with purity guaranteed. The cartels would not be able to compete and addiction counseling would be available at the point of purchase.
Street Fentanyl is not guaranteed. Not in any way.
The Fentanyl used by people like me is. I agree completely that individuals should be able to make their own decisions about the substances they use and processing the poppy yourself would be ideal if you know the process and are of reasonable intelligence.
