Like most people I've been fast asleep on the threat China poses until earlier this year (by China, I mean the CCP and the PLA, I've been to China and the people are great, if completely ignorant of the rest of the world and what almost everyone would call "normal customs" :) ).
I've been there as well as recently as 2019. Chinese people are fine.
But China is throwing a lot of money around too, and this council just laps that opportunity up. If one is making agreements then you need to know your worth. And most of our councillors don't know that worth.
To mandate the injections for University students may be worse even than mandates for workers, not that a scale of egregiousness is of any point. The uninjected students have their future ambitions curtailed, for how long? For ever??
Did you hear about the uninjected mayor of Thames? Can't attend council meetings.

I wrote to the VC of Otago. Did nothing other than garner more threats via the media.
Gates funds some universities, so they comply, and the others follow the leader.
Vic was going to have mandates beginning first trimester next year. But, hey ho, they are bringing them in sooner.
How can anyone plan more than a day ahead?
