I have a brother-in-law in Melbourne, he hasn't gone into the office for something like two years. So I guess his foot traffic is just to his fridge.

Yep that's what the problem is. No office workers during the week. On Saturday and a little less so on Sunday the traffic flow is about 70% of what it was several years ago. But during the week as you can see above it's only about 20-30%. The place is dead. I was there last in May, most of the small retailers are already out of business.

That's the plan, get rid of small businesses and kill the entrepreneurial self-employed spirit. Which as a bonus leaves no place for dissidents to congregate.
